How do we do it?

 With 24-hour, 7-days-a-week, 365-days-a-year emergency communication services reaching military installations, embassies and ships at sea around the world.

 With 15,685 volunteers serving in Red Cross chapters throughout the United States and on military installations worldwide.

 With a worldwide emergency communication network with 2 Armed Forces Emergency Services Centers, more than 804 chapters across the nation and offices on 62 nationally-managed military installations across the globe.

How did we perform in FY 2006?

 The Red Cross provided 648,136 emergency communication services to military families worldwide.

$5,287,115 in emergency financial aid was delivered to 6,329 service members, their families, retired military personnel and widows of retired military personnel in partnership with the military aid societies. Through the Get to Know Us Program, we briefed 916,162 National Guard/Reserve and ROTC members and families in communities throughout the U.S. as they deployed in response to Operation Iraqi Freedom. Funding for American Red Cross assistance is paid for largely through donations from the American public.

The American Red Cross Service to Armed Forces and HIPPA.

 

 The American Red Cross has been chartered by Congress to provide emergency communications and social services for members of the U.S. Military.  To accomplish this requires that we verify all emergency situations for the military. Without this verification the chances are great that the service member would not be allowed to return home to assist an ill relative or a grieving family member.   The military depends on the Red Cross to verify these situations before emergency leave is approved.  In attempting to do so we recently ran into situations where we are denied access to PHI information because of the HIPPA statue, which became effective April 14, 2003.    The law (45CFR 164.510(b) 4 does allow hospitals and physicians to disclose PHI to organizations such as ours.

 

We appreciate that when a representative of the American Red Cross calls for personal health information (PHI) regarding clients and patients that favorable consideration is given to releasing the PHI to our caseworkers.  The information is handled in the strictest of confidence and released only to the person who has a need to know and has the authority to approve the leave. 

 

Cooperation in assisting us to accomplish the process is greatly appreciated not only by the American Red Cross but by the service member and his/her family.  We hope that  when we call for this type of information that there is an understanding as to why we are calling and the release the information will come with the confidence that it will be used appropriately.
